PRC CLARIFIES FSBPT’s ONE YEAR SUSPENSION OF US BOARD EXAMS FOR PTs


The Professional Regulation Commission (PRC) and the Professional Regulatory Board of Physical Therapy and Occupational Therapy (PT-OT) clarified that contrary to public perception, the suspension of the exam is not a ban nor a blacklist or a sanction as reported. Rather, it is a necessary action by the Federation of State Boards for Physical Therapy (FSBPT) to ensure that the next set of examination does not include compromised questions and this preparation can take at least a year to implement.

According to the report submitted by the Department of Labor and Employment to Malacañang in 2007, the incident stemmed from a complaint filed by the FSBPT against the Saint Louis Review Center (SLRC) for its use of National Physical Therapy Exam (NPTE) review questions that were very similar copies or restatements of test items owned and copyrighted to FSBPT.

Although Chairman Nicolas P. Lapeña admitted being disheartened that the suspension was the result of alleged involvement of local review center charged with providing some parts of the NPTE in 2005 and 2006 as review questions to its reviewers, Chairman Lapeña expressed optimism that the issue will be resolved soon.

“It is sad that despite all of our efforts and policy reforms to make our Filipino professionals globally competitive and internationally respected, there are some entities that are relentless in going beyond the legal means including this alleged cheating. Their wrongdoings are detrimental to the best interests of our Filipino professionals.” Chairman Lapeña said.

In the press meeting, the Board of PT-OT Chaired by Dr. Reynaldo Rey Matias, reported that in 2008, the Board met with review center owners, operators and faculty to discuss the grave consequences of copyright infringement and breach of contractual obligations. The Board also disseminated information to deans of PT schools to emphasize Ethics. Ms. Bernadette Reyes and Mr. Raul Agustin, members of the Board, cited that they attended the PPTA convention and other fora to discuss the negative impact of intellectual property rights violation and unethical behavior.

Chairman Lapeña said that the Commission and the Board intend to have a dialogue with concerned agencies to put an end to similar incidents. He also advised the prospective examinees not to be distracted by this incident. “I hope the parents and examinees understand that this is just temporary. There’s no reason for the examinees to stop reviewing. Just concentrate and continue to harness their knowledge and in no time the privilege will be resumed.

The Chair likewise cautioned the examinees not to depend much on review centers. He stressed that the best way to pass licensure exams is to fortify the foundation and be more prudent in studies and self-reliance.
